Which tool set would you recommend for beginner?

Hi, I've decided one of my new year resolutions would be to start whittling in 2021 as eventually I'd love to be able to carve horses and rodeo scenes. Is there a beginner set you'd recommend or a brand renowned for quality? I've earmarked a Jane Choi set that sounded good. Budget is around £30. Thanks!
