How to get my knife really sharp?

I have a whittling knife and I'm fairly new to it. However, I can not seem to get it sharp enough. It keeps catching in the wood and pulling it instead of just cutting it. How do I get the blade really sharp?

    Trying to get started

I wanted to surprise my girlfriend with a little wooden figure which I would make myself and after some time on YouTube I saw that everyone had all those fancy tools. I asked myself if a normal knife and file would also do the job. Do you have any suggestions on what to use? Thanks
