    Hairy spoon help

This is probably my 7th wooden utensil, but the first time this has happened. I know this is a different species of wood than I've carved before (although I don't know what it is) and I did my usual increased sanding up to 400 grit. Before I even took the dust off, the grain started to pop like little hairs all over it! I've already oiled it, but do I sand again or call it practice? (Also - is there a way to avoid this in the future?) Thank you!
